PUBLIC MEETING NOTICE - Agenda Review Committee Meeting, Finance Committee Meeting, and Special Council Meeting



NOTE: All meetings will be open to the public but seating may be restricted due to COVID19 capacity guidelines. Attendees will be required to wear face masks or coverings and will be required to submit to a temperature check before entering the Council Chambers. The St. Tammany Parish Council will conduct the above meetings in the Council Chambers.

The livestreams will be available for viewing on regular broadcast channels (Charter Channel 710; U-verse Channel 99) or on the Parish website: www.stpgov.org. The livestreams will begin at 6:00 pm on Wednesday, May 27, 2020 for the Agenda Review, followed by the Finance CommitteeMeeting and the SpecialMeeting which begins at 7:00 p.m.

On Thursday June 4, 2020 the livestream will begin at 6:00 p.m. for the Council Meeting. The Agenda Packets will be available on the Parish website.

Public comments regarding items on the Agendas may be submitted during the respective meetings by calling in to the Audio Bridge Conference Call: Phone Number 985-629-3196; with Conference ID # which will be posted to the Parish website 24 hours prior to the meeting dates.

PUBLIC MEETING NOTICE AND CERTIFICATION
TO HOLD VIDEO CONFERENCE MEETING

In accordance with Executive Proclamations JBE 2020-30, 2020-33, 2020-41, and 2020-52 issued by Governor John Bel Edwards onMarch 16, 2020,March 22, 2020, April 2, 2020, and April 30, 2020, and extended toMay 15, 2020, respectively, this notice shall serve as a certification of the St. Tammany Parish Council’s inability to otherwise operate in accordance with the Louisiana OpenMeetings Law due to a lack of a quorum as a result of the COVID-19 public health emergency. Pursuant to Section 4 of JBE 2020-30, the St. Tammany Parish Council will provide for attendance at its essential government meeting on May 7, 2020, via video conference because it is unable to obtain a quorum (8 of 14 members).

In addition, under Section 2 of JBE 2020-33 Governor Edwards ordered all public gatherings of ten (10) ormore people to be suspended or postponed. The St. Tammany Parish Council is composed of fourteen (14) members. Furthermore, in accordance with Section 2A of JBE 2020-41, and 2020-52 all individuals in Louisiana are under a general stay-at-home order. It is essential for the St. Tammany Parish Council to meet according to the St. Tammany Parish Home Rule Charter Section 2-07.Considering the foregoing, and in accordance with Proclamation Numbers JBE 2020-30, JBE 2020-33, 2020-41, and 2020-52, the St. Tammany Parish Council will hear the agenda for the regularly scheduled May meeting on Thursday, May 7,2020, at 6 P.M. via video conference and in a manner that allows for observation and input by members of the public, as set forth below and as posted on May 4, 2020.

The St. Tammany Parish Council will utilize the online platform Zoom to livestream the meeting. The livestream will be available for viewing on regular broadcast channels (Charter Channel 710; U-verse Channel 99) or on the Parish website: www.stpgov.org beginning at 6:00 pm on Thursday, May 7, 2020.

Newly Assembled Work Group will Hold First Meeting in Early February

Council Chairman Mike Lorino has assembled a work group to study the various Parish ordinances relative to building within those areas which are prone to flooding.  The work group is made up of Council members, citizens and representatives from the Home Builders Association, Northshore Business Council and the Chamber of Commerce.  The inaugural meeting of this work group will be held in St. Tammany Parish Council Chambers on Monday, February 3, 2020 at 6:00pm and is open to the public.

St. Tammany Parish 2020 Census Workgroup to Meet

The St. Tammany Parish Council 2020 Census Workgroup will meet in Council Chambers located at 21490 Koop Drive in Mandeviile, at 4p.m. on Thursday, November 21, 2019.

District 11 Monthly Meeting - November

The November meeting for Parish Council District 11 constituents will be held on Wednesday, November 6th at 7:00 PM in the library of the Bayou Woods Elementary school located off Carroll Road.

The following items will be discussed:

1. A public hearing on an Ordinance to adopt the 2020 Operating Budget

2. A public hearing on an Ordinance to establish the 2020-2024 Capital Improvement Budget and Capital Assets

3. Introduction of Ordinances to adopt the Operating Budget and the Capital Improvement Budget and Capital Assets

4. An Ordinance for introduction to amend the Code of Ordinances, St. Tammany Parish, Chapter 26 to provide for enforcement by the Justice of the Peace courts and Constables.

5. An Ordinance for introduction to create prospective precincts, change the configuration, boundaries or designations of its election precincts in accordance with Louisiana revised statues 18:532 and 18:4532.1.

6. A Resolution naming Laporte, APAC, as the Audit Firm for the fiscal year 2019

7. An Ordinance for adoption to amend precinct boundary legal descriptions within St. Tammany Parish to comply with the Louisiana Secretary of State's Office Regulations

8. Any other items of interest or concern for District 11 constituents.

The November 7, 2019, St. Tammany Parish Council meeting will start at 6:30 p.m. instead of the regular start time of 6 p.m., to allow time for the Registrar of Voters to secure early voting equipment. Early voting hours are from 8:30 a.m. – 6 p.m. Meeting attendees may have a short wait time to enter into chambers.
