NOTICE OF PUBLIC HEARING

ST. TAMMANY PARISH GOVERNMENT

2013 – 2017 CONSOLIDATED PLAN

On Wednesday, June 5, 2013, from 5:00 p.m. until 6:00 p.m., St. Tammany Parish Government Departments of Grants and Health & Human Services will hold a public hearing for public input and comments during the planning process for the Community Development Block Grant (CDBG) Consolidated Plan.

The 2013 – 2017 Consolidated Plan provides an overview of the community health, service and development needs of St. Tammany Parish and its residents and proposes a plan for how these Community Development Block Grant funds will be utilized. The purpose of this meeting is to obtain input from local citizens and organizations regarding the most important needs of the Parish. All public input will be taken into consideration as the Parish determines how these grant funds will be spent over the next five years.

LA 21 Bicycle and Pedestrian Feasibility Study

 

St. Tammany Parish and the Regional Planning Commission, working with Meyer Engineers, LTD and Dana Brown & Associates is completing a feasibility study of the LA 21 area between Madisonville and Covington in St. Tammany Parish to improve pedestrian and bicycling access and safety. They will be holding a public meeting on Thursday, June 13, 2013 from 6:00 to 8:00 p.m. in the Council Chambers at 21490 Koop Drive in Mandeville. The purpose of this meeting is to present findings and to obtain input from local citizens regarding strategies, corridors and projects identified in the study. Strategies consider present and future conditions including commercial corridor development, high and increasing volume of traffic, neighborhood access to amenities and jobs as well as bicycling and walking for recreation and commuting to work. The public is asked to attend to provide feedback and help inform steps moving forward.

REVISED—Change of Dates due to weather conditions

There will be alternating lane closures on both the Eastbound and Westbound lanes of US 190 from the LA 22/US 190 interchange (near mile post 250.5) to the US 190/Meadowbrook Drive intersection (near mile post 251.1).  Crews will be installing asphaltic concrete pavement and temporary striping for the required detour roadway as needed for Phase 1A of the project.  This work will take place on Wednesday, May 22, 2013 and Thursday, May 23, 2013 and Friday, May 24, 2013 between the hours of 8:00 PM and 6:00 AM (weather permitting).  One lane in each direction will remain open at all times.  Temporary signals have been installed to accommodate the new lane configuration that will be in place by 6:00 AM Friday Saturday morning. 

For the duration of Phase 1A, both the Eastbound and Westbound travel lanes will be shifted to the existing Westbound roadway while subsurface drainage is installed and the Eastbound travel lanes are reconstructed.  Phase 1A of the project configuration will remain in place for the next several months and further updates will be sent out as construction progresses.

April’s single family, new construction permit numbers are up 80% from April of 2012. Last month’s numbers are the highest for any April since 2007, and the highest for any month since March 2008. 

Additionally, commercial construction permits are at a three year high, with a 160% increase from April 2012. Last month’s commercial permits are up 50% from March. The numbers for approved commercial and residential plan review are at a five year high, and saw a 78% increase from April of last year.

Its moving day for the St. Tammany Parish Registrar of Voters and the Clerk of Court’s Election Division. The office space, located on the ground floor of the Justice Center’s Office and Parking Facility, gives both departments more room while giving the public better access.

The mailing addresses and phone numbers of both departments remain the same, but the physical location has moved just across the street to 601 N. Jefferson Avenue. The Justice Center’s Office and Parking Facility, which opened last year to alleviate parking problems in the area, is now home to these important departments.

The ease of access to the Registrar of Voters and the Elections Division will allow citizens to conduct business with these offices, as well as offer a better venue for early voting.

There will be alternating lane closures of the right (outside) or the left (inside) lanes of the northbound and southbound lanes on I-59 north of the West Pearl River (near mile post 6.0), to the Mississippi state line (mile post 11.8), from Monday morning, May 20, 2013, at 6:00 AM through Saturday night, May 25, 2013, while crews remove and replace asphalt on the shoulders, remove and replace the guard rails at the bridges weather permitting.  One lane on I-59 will be open at all times.

 

There will be alternating lane closures of the right (outside) or the left (inside) lanes of the northbound and southbound lanes on I-59 between the I-59 / I-10 / I-12 interchange (mile post 0.0) to the Mississippi state line (near mile post 11.9), from Monday morning, May 20, 2013, at 6:00 AM through Saturday night, May 25, 2013.  This will be a moving lane closure operation to allow crews to remove and replace striping weather permitting.  One lane on I-59 will be open at all times.

The Camp Salmen Nature Park Spring Fling is set for Saturday, May 11, 2013—rain or shine. Activities will unfold as early as 9 a.m. with a 5K or 1-Mile Fun Run sponsored by the Northshore Running Club. Pre-registration for the run begins at 8:15 a.m. Proceeds from the Fun Run benefit Camp Salmen.

The Boy Scout Expo starts at 10 a.m. and kids’ activities get up and running at 11 a.m. Enjoy face painting, arts and crafts, wildlife education and ‘Paint a Pirogue’. Starting at 11:15 enjoy a guided nature walk through the park. Local music talent Christian Serpas and his band Ghost Town will wrap the day with an upbeat concert.

Just in time for Mother’s Day, you can stop in and have your photo taken with Mom. Purchase the photo and a digital copy will be sent to your email inbox for personal use. Food and drink will also be available for purchase. Proceeds from the Spring Fling will go toward the restoration of Camp Salmen.

St. Tammany Parish will have a lane closure on US 11 (mile point 20.6) near the intersection of Highway Department Road and US 11, during the following times: 

•On Sunday, April 28, 2013, beginning at 7:00 PM until Monday, April 29, 2013, at 5:00 AM.
•On Monday, April 29, beginning at 9:00 AM until 2:00 PM.
•On Monday, April 29, beginning again at 7:00 PM until Tuesday, April 30, 2013 at 5:00 AM.
 

A contractor working for the Parish will be widening, milling and overlaying a segment of US 11 on these days, weather permitting.  ONE LANE WILL REMAIN OPEN AT ALL TIMES. 

Permit/Detour Section 

To avoid possible delays, motorists traveling Northbound on US 11 can take I-12 Eastbound for approximately 2 miles to the intersection of I-59 Northbound.  Continue on I-59 Northbound for approximately 3 miles, where US 11 merges with I-59 Northbound. 

Southbound motorists can take I-59 Southbound, merging onto I-12 Westbound at Exit 1A, and travel for approximately 2 miles to US 11 (Exit 83).

The St. Tammany Parish Department of Development reports that in the first quarter of 2013, commercial and residential building permits are up almost 30% from the first quarter of 2012. Two hundred fourteen single family new construction permits were issued from January through March of 2013, up from one hundred fifty-six during the same time period last year. Sixty-three commercial construction permits were issued from January through March of 2013, up from forty-six during the same time period in 2012.

Parish officials attribute the increase to continued economic growth in a recovering economy, the ability to apply for permits online through mypermitnow.org, and the ease of working with the Department of Development to facilitate a “one stop shopping” experience in the construction process. “The ease of applying for a permit, coupled with eliminating the need to travel to several different departments to complete the permit process, saves citizens time, and ultimately money,” says Department of Development Director Sidney Fontenot.

“The Parish President implemented the consolidation of these departments, and it was her goal to make the process more user-friendly—and we have accomplished just that,” says St. Tammany Parish Spokesperson Ronnie Simpson. “We are very happy to see people embracing the changes that were put in place and utilizing this system.”

The May meeting for Parish Council District 11 constituents will be held at 7:00 PM on Wednesday, May 1, in the Library of the Bayou Woods Elementary School located off Carroll Road near Slidell. The following items will be discussed.

1. A resolution to the state requesting assistance in extending the Tammany Trace from Camp Salmen to Heritage Park in Slidell.

2. A meeting with the Regional Planning Commission and the City of Slidell to discuss the Trace extension from Camp Salmen to Heritage Park and development along Bayou Bonfouca.

3. An Ordinance changing zoning on a lot on D.G. Holly Road from Highway Commercial HC-2 to Single Family Residential A-4.

4. An update on the Stage (0) study being conducted for Highway 190 from Highway 11 Front Street to Highway 433 Thompson Road.

5. An update on the construction of the road connecting Airport Road to Highway 11 near Pearl River.

6. Any other items of interest or concern to District 11 constituents.
